qico 0.60.2 is out.

Binary session log implemented, plus a few related fixes.

New
- binlog keyword: T-Hist v3 binary session log, independent of history.
  Details in qico.conf.sample.

Fixes
- [security] binkp: inbound O_PWD only after a matching password.
- inbound log: IPv4 peers as a.b.c.d on the dual-stack, not ::ffff:a.b.c.d.
- freq: drop *.req when no processor is configured / freqtime is closed.
